Not all cores are equal. These are on Android TV hardware (S905X4, S928X, Shield TV):

For fighting games, go to Latency > Runahead . Set to "1 Frame." If the game stutters, your device is not verified for that core.
Just because a core is "Verified" doesn't mean it will work instantly. A verified core still requires the correct for systems like PlayStation 1 (PCSX ReARMed) or Sega CD.
